Amazon DPO1 – 32 New Lane

Now that Amazon DPO1 has been in operation at 32 New Lane for 12 months, it is clear that the company is in breach of the conditions placed on it in the approvals granted by Havant Borough Council.

This page will provide an introduction to the history of the decisions and actions taken by Portsmouth City Council, Havant Borough Council and Hampshire County Council in the months between 2020 and 2024 which have led to the siting of the UK’s largest currently identified new-style Amazon Delivery Station in a town centre, residential location.

Despite three years of active engagement by HCS, Havant Borough Council and Hampshire County Council are still asleep at the wheel. The earliest HCS post on the subject, published before the first planning application was even made public, was remarkably prescient, although we grossly underestimated the sheer scale of the operation at that time. The two examples cited in that post, DHL and FedEx, were clearly wide of the mark.

While they were reasonable examples at the time, no-one in their right mind could then have believed that the New Lane site would ever be considered commercially viable for an operation of the scale and intensity of Amazon. Only Havant Borough Council, withholding critical details from the public, statutory planning consultees and its own planning committee, believed it to be a good deal for the town.

Once the UK network of these new-generation delivery stations is complete and the on-site van storage units are brought into operation, traffic generation will accelerate and unless they act now, the local authorities will be powerless to contain it.
