Havant Borough Council has decided to hold a Development Consultation Forum (DCF) to consider the following Bloor Homes development proposals for Southleigh:
Southleigh Strategic Site
Up to 1,800 new homes, a Local Centre, a Three Form Entry Primary School, Early Years Provision, Community Park, Community Open Space and Infrastructure.
While the council’s invitation states that this is at the developer’s request, this DCF has been requested by several residents’ communities and local councillors from the surrounding area following the Bloor Homes ‘drop-in’ sessions from Emsworth and Denvilles in June, last year.
Please note the following important changes to previous DCF practice:
- The DCF meeting will not be held at the Civic Plaza, but will be held at Emsworth Baptist Church.
- The DCF is a ticket-only event. Read to the bottom of this post to view the details and view the ticket link.
- Contrary to previously accepted practice, only Councillors will be able to ask questions at this meeting. Members of the public are advised to email your local councillors ahead of this date in order for your questions to be considered.

Event venue and ticketing information
The Southleigh Development Consultation Forum will be held at Emsworth Baptist Church, North Street, Emsworth PO10 7BY on Tuesday 27th January 2026 from 6.00 – 8.00 pm. The doors will be open from 5.00 pm for viewing the Bloor Homes’ display.
